Summary: In the context of a noticeable increase in attention to the Arctic in modern conditions, it is an urgent task
to identify the reasons why Russia has become one of the leading Arctic powers. The article is the first attempt to
identify the relationship between the formation of Russian statehood in the Arctic and the formation of the political and
legal views of one of the direct participants and organizers of this process, the famous medieval Russian publicist
Avraamy Palitsyn. The authors emphasize that in the Western Arctic (on the Kola Peninsula), throughout almost the
entire history of the Russian state, starting from the 16th century, there was a single stable section of the border that has
not changed to this day. Participation in the activities to establish control over this territory became an important
milestone in the formation of Palitsyn’s ideas about the relationship between the state and society as a whole, laying the
foundation for the formation of his political and legal views, which were subsequently developed in his journalism. In
the study of A. Palitsyn’s views, along with the traditional means of qualitative analysis, the authors used the method of content analysis. Whereas researchers in the analysis of the views of A. Palitsyn usually used traditional means of qualitative analysis, the authors in the work for the first time applied the method of content analysis. |
