Summary: In this article, I reconstructed two previously unknown projects of the Crimean development, which I discovered in fund of Russian State Historical Archive. Collegiate councilor N. Anastasiev and major general Gordlevsky were the authors of these plans. Importantly, the closest associate of Alexander I and the member of the Committee of the Novorossiya Governorate develop N. N. Novosiltsev reviewed these documents. The information contained in the papers illustrates the state of affairs in the region and mention the most painful problems of local administration. In fact, the authors paid attention to the settlement of the Peninsula, reduction of customs duties and economic development. They described the advantages of the region, but did not say anything about the disadvantages of farming there. In addition, collegiate councilor N. Anastasiev and major general Gordlevsky planned to implement their plans paid from the Treasury, which was unreal in the circumstances of the beginning of the XIX century, because Russian Empire fought several wars. Despite this, some of the proposals were implemented soon.
