Summary: The information on the issuance by the volost boards of Ust-Sysolsky district of Vologda province in 1911–1913 to the rural population of passport blanks and books four shades is analyzed. They were issued on forms in white, pink, blue, and yellow, of which the last three were intended for persons who were related to military duties. The relevance of the research is due to the fact that the Russian historiography has not revealed scientific works devoted to the study of this problem. The work is based on a set of clerical materials of the Zemstvo chiefs of the first and third sections: acts of audit of volost boards. As a result, the specifics of obtaining passport documents by the local population, including depending on the time of year and the duration of the document, are characterized. The paper reveals the influence on her of the traditional way of life of the peasants, in which non-agricultural activities and seasonal work played a great role. The preference of the local population to receive passports for a period of three months to a year was revealed, with up to 80 % of residence permits granted in the spring-autumn months. Not only was there a significant disparity between the number of documents issued on white and color forms, but there was also a general tendency to reduce the number of passport forms and books received by men in accordance with which age group of military-bound persons they belonged to.
