Summary: The article addresses the problem of distinguishing between word formation, form formation, and word inflection based on a systemic (linguistic) criterion. It is assumed that the system of formation of forms is basically the same for all words of the Russian language: verbs, adjectives, nouns, and unchangeable words combining with the zero paradigm of word inflection. This implies the possibility and necessity of identifying suffix-marked categories of nouns. The research aims at clarifying the status of form formation. The criterion of form formation is any addition of an affix that does not lead to a change in the inflectional paradigm. Form formation is both affixal, like word formation, and grammatical (paradigmatic), like word inflection. Form formation differs from word inflection only in the grammatical method, since it uses suffixes, not inflections. However, what unites them is the obligatory nature of expression (by a zero or marked member of the category). The proposed understanding of form formation requires considering the properties of nouns traditionally described as lexical-grammatical ones (singularity, collectivity) or described within word formation (gender, immaturity) as distinct morphological categories. While inflectional paradigms characterize the grammatical structure of the Russian language as inflectional, the presence of suffixal paradigms indicates the presence of agglutination elements in Russian morphology.
