Summary: In the middle of 1850s the Russian government realized a need to create a developed railway network in the country. The government had to choose the models of railway construction - to build at private join-stock companies’ expense, to build only by the state treasury or to allow the existence of both of them simultaneously. To solve this problem the special committee, under the leadership of general-lieutenant E. I. Hersctfeld, was established in 1855 year. The Committee had analyzed the experience in the construction and legislation of private railways in foreign countries and developed a detailed project of Russian railway legislation, including the conditions for the establishing of the first private companies in Russia. The author analyzes the main provisions of this project and compares them with the conditions of private railway companies were implemented in practice in the 1860s. The conclusion is made about the degree of influence of the project developed by Committee on the Russian railway legislation in 1860-1870s. This article is based on archival sources first introduced into scientific circulation. |
