Summary: The paper examines the history of the Soviet of People’s Deputies of the unique region of the USSR during the late Perestroika period (1989-1991). The research object is the Kūhistoni Badakhshon Autonomous Region (GBAO) of Tajikistan. The subject being analyzed is searching for the solutions of the main local problems against the background of the dissolution of the USSR by the exceptional sociopolitical system of the Soviet Pamirs. The core of the sources for the study was made up of documents from the State archive of GBAO (town of Khorugh). These funds reflected the activities of the Regional Soviet of People’s Deputies, Executive Committee of GBAO, the Supreme Soviet of Tajikistan and it’s Presidium. The data from the national and regional press was also examined, so it has become possible to reconstruct the features of the decline of the autonomous region as well as the key aspects in its search for new prospects.Author concludes that the Perestroika and the dissolution of the USSR eliminated the system of supporting socio-economic living standards faster than sparce beneficial effects of liberalization could have been felt. Delusive hope for the direct funding by Moscow turned in the guise of the conflict with Dushanbe. Dreams of international cooperation in use of Pamir’s environmental assets threw into sharp relief with the decline of all local industries and dissipation of resources. Social tension and outrages also contributed to crisis. Religious revival and the first contacts with Aga-Khan’s were the exceptional cases.
